hey, i've noticed alot of the jigs used look like over weighted flies. I'd like to learn how to tye a few so i dont need to spend alot of money on jig hooks and heads and can just go buy super large brass eyes. Any advice or suggestions would be great.

when tying jigs does it make a difference if the jig head is plain lead or does it need to be painted?

I like to have at least a few painted heads in my pack. Its a great way to tell if your running to deep in unfamiliar waters.

cool, but i'm wondering if the plain lead stops fish from biting? I'm new to this jig stuff, cus i'm a bait fisherman(roe, roebags, shrimp, ghost shrimp, krill, worms)

Here is my opinion(s). But let me warn you that I've been accused of being unorthodoxed in my angling methods.
I've caught fish on unpainted Rvrstickers as well as painted. When fish seem to be real agressive I don't think it matters too much. When fish are in low vis water or have been pressured I like to have my painted head contrast the jig color. Many anglers do like contrast when tricking steelhead into biting. Usually this means a pearl or white lead headed Rvrsticker, based on my jig/worm color choice. Sometimes I'll also paint them pink. For summer fish I am expirementing with painting a small black eye over a white paint. (I really don't think this will make much difference, but it can't hurt to compare "eyed" jigheads to plain white one's).
Hope that helps. Here are some pics of painted and unpainted Rvrstickers.

One very important thing I wanted to add......
I too asked the same question about painted jigheads. There were some good responses/information posted, so I'm sure if you do a search, you'll find more answers.

you will probably not get into tieing jigs to save money. Its more rewarding catching something on something that you have tied yourself or a pattern that you created. As far as saving money, well i have probably enough feathers to tie a 200 Hackle Bug Jigs or so. not exactly cheep but fun to do.
Besides when you are yarding them in left and right and other yahoos can't get a bite it kind of cool when they ask what color you are tossing and were did you get it.
